But then Americans are not used to the notion of "Community Dogs" which are common all over the World...except in the US and Western Europe...
Simply put...India is not the only place with a stray dog situation... Try Russia...or any place in Eastern Europe where street dogs are common...
Street Dogs are often seen as vermin catchers...or at least they chase the vermin away and keep it moving...not settling in.
